Top 10 Generation 2 Pokemon With Highest Max CP

1. Tyranitar

Hailed as the new Dragonite, Tyranitar doesn’t disappoint with his excellent stats all around  and his ability to be somehow even harder to obtain than Dragonite. Bite, its best quick move, takes care of common defenders like Gengar and Exeggutor while Stone Edge deals an incredible amount of damage to the many common Fire types.

Chansey was already a high HP wall. Blissey is like Chansey on Hulk-serum, so that makes it a super-high HP fortress. Dazzling Gleam is the best defensive charge move but put 

any Blissey on a Gym and friend and foe alike will hate you, as they throw Pokémon after Pokémon at Blissey trying to dislodge or prestige it. And it better be high damage-per-second (DPS) 'Mon as well, because time runs out in Pokémon Go after 90 seconds. Yeah, it's fun and frustrating to be a wall.

It takes 50 Chansey Candy to evolve Blissey.

3. Donphan

Donphan has high Max CP and good stats, a wide specter of movesets which makes this elephant-like Pokémon quite useful in the current meta. He is good in Gym Defense, but has even better usage as attacker. Of course, his role is heavily dependant on his moveset. Donphan has access to Counter, the best Fighting move in the game right now, which is great for taking care of Blissey and Snorlax and packs a mean Earthquake as a charge move.

Espeon has one of the best Attack stats in the game, third only to Alakazam and Dragonite. It's also one of four Pokemon in the game that can learn Future Sight, which is the second strongest charge move in 

Pokemon Go. Espeon's only downside is a low stamina stat, so it shouldn't be impossible to beat it if you encounter it in a local gym

Frustratingly hard to obtain as it can only be found in Mexico and South America, Heracross boasts the highest CP of any fighting Pokémon. With the right moveset—namely Counter and Close Combat—Heracross is number one when it comes to taking out the ever-common gym dwellers Snorlax and Blissey.

Scizor is a mixed bag in Pokemon GO, mostly due to it’s moveset potential. Its’ Max CP is not too shabby and its stats are far better than Scyther ever had.

7. Ursaring

Ursaring’s Normal typing and disappointing collection of moves with Same Type Attack Bonus (STAB) put it at the bottom of this list. Regardless, Ursaring’s incredibly high attack stat and decent max CP allows him to pull his own weight with any attacking team. Ursaring has the chance to obtain good Fighting moves for taking care of Snorlax, Blissey, Steelix, Rhydon, and Golem and STAB Hyper Beam that takes care of nearly everything else.

8. Feraligatr

The fully evolved form of Totodile, Feraligatr is the most useful of the Johto starters thanks to its balanced attack and defense stats. Feraligatr's Hydro Pump is a devastating attack with great DPS, so expect to see more Feraligatr pop up in gyms after more players get their hand on the terrifying gator. Feraligatr's only weakness is a low stamina stat, meaning that it won't last very long against an Electric or Grass Pokemon.

9. Ampharos

With great Stamina and Attack stats, Ampharos should eventually become a fixture in Pokemon gyms around the country. Although it has below average Defense, Ampharos has the second highest Stamina stat of any Electric-Type Pokemon, so it can absorb a bit of damage when attacking gyms. We haven't seen Ampharos in wide play yet, probably due to the relative rarity of its preevolved form Mareep.

10.Typhlosion

With a supercharged attack stat, Typhlosion is a top level attacker in 

Pokemon Go. More importantly, it's one of only a handful of Pokemon that can learn Overheat, the strongest Fire attack in the game. It's other Charge Moves Solar Beam and Fire Blast aren't anything to scoff at either, which makes Typhlosion a must have Pokemon when preparing to take down a gym.
